Summary

A trained gatekeeper whose job is to decide whether visitors become allies, assets, or liabilities. Caeso is not cruel—he is administrative. His courtesy is real, and so is his ability to turn “help” into surveillance.

Crisp uniform, wax tablets and ink, a signet that opens doors, eyes that linger a second too long on inconsistencies.

  • Becomes a recurring pressure point: reports, time limits, and ‘friendly’ oversight.

  • He can also become an obstacle if the party humiliates the Empire in public.
